（1040—1107）密州诸城人，字正夫。神宗熙宁间进士。为登、棣二州教授。通判德州，力行市易法。哲宗元祐中，召试馆职，为秘阁校理，迁监察御史。以苏轼尝谓其“聚敛小人”，乃劾轼诽谤神宗，反为谏官所劾，谪徐州通判。后累迁中书舍人、给事中。徽宗朝为礼部侍郎，拜御史中丞，排击元祐党人不遗余力。崇宁四年，以蔡京荐，为尚书右仆射。因与京争权，相位罢复不定，未几卒。谥清宪。
