龚用卿，字明治，号凤岗，怀安县东门（今福州市鼓楼区洪山镇东门村）人，明弘治年间生。明嘉靖五年(1526年)，龚用卿中进士第一(状元)，授翰林院修撰，历左春坊、左谕德、翰林院侍读直经筵，每进讲志存规讽。参预修撰《明伦大典》、《大明会典》。嘉靖十五年奉诏出使朝鲜，归国时婉言谢却朝鲜国送的贵重礼品。回国复命，上疏三事，皆见嘉纳。擢南京国子监祭酒，申饬监规，士习一变。不久以病归福州，死后葬福州吉祥山。
