（1033—1081）明州鄞县人，字公达。俞伟从子。仁宗嘉祐四年进士。神宗熙宁中为都水丞，提举沿汴淤泥溉田，为上腴者八万顷。迁成都路转运使，上十策御戎。加集贤殿修撰。提举市易，岁登课百四十万，拒受赐钱。擢天章阁待制、知庆州，善治军，严约束。王圭荐充帅边，欲以遏司马光之入，充亦知帝有用兵意，屡倡请西征，陈攻讨之略。未及行，暴卒。有《奏议》、《边说》。
