（1014—1074）润州丹阳人，字兴宗。少好学，举茂才异等。赵元吴叛，献《兵说》论儒臣统兵之弊。召试秘阁，授颍州团练推官，累迁三司度支判官。英宗访以世事，称为“国器”。神宗立，迁龙图阁直学士，进枢密直学士，知开封府，遇事敏密，斗讼为之衰止。后拜枢密副使，逾年引疾辞。以资政殿学士知越州，历郑、郓、亳州。卒谥安简。
