（968—1041）应天府人，徙居杭州馀杭，字公量。太宗端拱二年进士。补济阴尉。累迁尚书屯田员外郎。契丹扰边，数上疏论边事。奉使陕西还，绘《西域图》、《河西陇右图》。累擢右谏议大夫，翰林学士。坐交通周怀政，出知光州，再贬和州团练副使。复为翰林学士、给事中。仁宗景祐二年拜参知政事，迁知枢密院事，坐事罢。复知扬州，加资政殿学士知应天府。卒谥文肃。尝奉诏同编《续通典》、《文苑英华》，有《愚谷》、《银台》、《中书》、《枢中》等集。
