刘琯，河中（今山西永济西南）人。神宗熙宁三年（一○七○），由提举陕西常平等事迁环庆路都监（《续资治通鉴长编》卷二一六）。元丰二年（一○七九），为河北缘边安抚副使兼同管勾定州路屯田公事（同上书卷二九七、三○一）。四年，提举开封府界教阅保甲。六年，除西上阁门副使（同上书卷三四一）。哲宗元祐元年（一○八六），知恩州。
