（996—1083）应天府虞城人，字叔平。仁宗天圣五年进士。为开封府推官。出知洪州，筑临江石堤，水不为患。历官知制诰。苏舜钦等以群饮被逐，概言预会者皆馆阁名士，为之开脱。为翰林学士，聘契丹，甚见礼重。嘉祐间累官至枢密使、参知政事。以太子少师致仕。退居十五年，尝集古今谏争事为《谏林》。卒谥康靖。
