译文
我决定抛弃乌纱帽弃官而去，回家之时两袖清风，一贫如洗。
我画了一竿瘦竹，竹子能在（秋天）凉风习习的江边当作渔竿。
注释
乌纱:当时做官为宦的代名词
囊橐（náng tuó）：一种口袋。
萧萧:空空的样子。

乾隆十八年，山东大旱，当时做潍县县令的郑板桥因为请求赈济饥民的事，得罪了上司，这首诗是郑板桥被罢官离开潍县回乡时，告别潍县绅士民之作。

“予告归里，画竹别潍县绅士民”，写的是郑板桥决定抛弃乌纱帽弃官而去，归里之时两袖清风，一贫如洗。他画了一竿瘦竹，竹子能到清冷的江边作为鱼竿。乾隆十八年，山东大旱，当时做潍县县令的郑板桥因为请求赈济饥民的事，得罪了上司，这首诗是郑板桥被罢官离开潍县回乡时，告别潍县绅士民之作。作者为人正直，只关心百姓疾苦，不愿逢迎吹捧上司，深为上司不满，于是上司借故罢了他的官。时年他已61岁，在潍县担任了7年县令，照理说，至少也该发点小财了，然而他罢官之日，却是囊橐萧萧两袖寒，惟有一囊书画，两袖清风，实在是一个不折不扣的清官。这首诗在用词上很有感情色彩。萧萧寒、清瘦、秋风都从字面上传递出一种萧索、冷落、凄冷之感，与作者的心情和处境和谐一致。
这是一首赠别诗，然而却很特别。

郑板桥（1693—1765）清代官吏、书画家、文学家。名燮，字克柔，汉族，江苏兴化人。一生主要客居扬州，以卖画为生。“扬州八怪”之一。其诗、书、画均旷世独立，，世称“三绝”，擅画兰、竹、石、松、菊等植物，其中画竹已五十余年，成就最为突出。著有《板桥全集》。康熙秀才、雍正举人、乾隆元年进士。中进士后曾历官河南范县、山东潍县知县，有惠政。以请臻饥民忤大吏，乞疾归。
