盖有非常之功，必待非常之人，故马或奔踶而致千里，士或有负俗之累而立功名。夫泛驾之马，跅弛之士，亦在御之而已。其令州郡察吏民有茂材异等可为将相及使绝国者。

译文
要建立不同一般的事业，必须依靠特殊的人才。有的马奔跑踢人，却能行千里；有的人受到世俗讥讽，却能建立功名。这些不受驾驭的马和放纵不羁的人，也在于如何驾驭他们罢了。我命令：各州各郡要发现官吏和百姓中那些有优秀才能，超群出众，可担任将相及出使远方的人才。
注释
茂才西汉称秀才，东汉避汉光武帝刘秀之讳改称茂才，又常称作“茂才异等”。在西汉属特举科目，汉光武帝时改为岁举。茂才的选拔之是对于有特异才能和有非常之功的低级官吏的提拔。被举为茂才的人多授以县令或相当于县令的官衔。而孝廉选拔的对象多是布衣平民，被举为孝廉的人初次给予的官职多是郎，然后再由郎擢升为县令。因此，茂才的起家官要比孝廉高。茂才，指优秀的人才。异等：才能出类拔萃的人。
奔踶（dì）：奔驰，踢人。意谓不驯服。
泛（fěng）驾：把车子弄翻，指不受驾驭。
跅（tuo）弛：放纵不羁。
绝国：极为辽远的邦国。
武帝求茂才异等诏鉴赏
《武帝求茂才异等诏》是汉武帝选拔社会人才而颁布的诏书。茂才西汉称秀才，东汉避汉光武帝刘秀之讳改称茂才，又常称作“茂才异等”。在西汉属特举科目，汉光武帝时改为岁举。茂才的选拔之是对于有特异才能和有非常之功的低级官吏的提拔。
凡要建立不寻常的功业，必须依靠不寻常的人才。所以有些狂奔踢人的马，却是日行千里的良马；有些时常被世俗讥讽议论的人，却是能建功立业的奇才。那可能翻车的马，以及放荡不羁的人，关键在如何使用而已。现特责成全国各州县地方官，要留心考察推荐官民中有特殊才干，能做将相和出使外国的人。
这篇文章是汉武帝为建功立业发出的征求贤才的号召书。文章强调了建设国家与发掘人才的密切关系，提出了大行不避细节的选拔原则。这篇诏书文字精炼，表现了大汉恢宏的风范和招揽贤良之急切，其爱才的胸襟令人景仰。此外，对人才也不求全责备，只要是千里马，偶尔踢人也无妨。这都是符合“人才学”原理的。
当代之人应学习汉武帝恢宏的风范、爱才的胸襟，为了社会的发展和国家的建设，不拘一格选人才，只要是“千里马”，就不要求全责备。这样才会使人才脱颖而出，并有用武之地，为社会献计、献策和出力。

汉武帝刘彻（公元前156年－前87年），西汉的第7位皇帝，杰出的政治家、战略家、诗人。刘彻开拓汉朝最大版图，在各个领域均有建树，汉武盛世是中国历史上的三大盛世之一。晚年穷兵黩武，又造成了巫蛊之祸，征和四年刘彻下罪己诏。公元前87年刘彻崩于五柞宫，享年70岁，谥号孝武皇帝，庙号世宗，葬于茂陵。
