生卒年不详。字德隐，其先江夏(今湖北武昌)人，后迁居宜春，遂为宜春(今属江西)人。屡举进士不第，至武宗会昌三年(843)方登进士第。时王起再知贡举，周墀以诗寄贺，起赋诗酬答，潜与诸同年皆作诗酬和。旋赴绵州父任省亲，遇父卒，未能赴调选。后官至岭南西道观察支使。事迹散见其《尊胜经幢后记》、《唐摭言》卷三、《唐诗纪事》卷五五。《全唐诗》存诗1首。
