陈衍（1856～1937），近代文学家。字叔伊，号石遗老人。福建侯官（今福州市）人。清光绪八年（1882）举人。曾入台湾巡抚刘铭传幕。二十四年，在京城，为《戊戌变法榷议》十条，提倡维新。政变后，湖广总督张之洞邀往武昌，任官报局总编纂，与沈曾植相识。二十八年，应经济特科试，未中。后为学部主事、京师大学堂教习。清亡后，在南北各大学讲授，编修《福建通志》，最后寓居苏州，与章炳麟、金天翮共倡办国学会，任无锡国学专修学校教授。
