红莲幕府谁献言，运河泄水由函管。
函管掘开须到底，运材归府供薪爨。
庶几一坏不可复，民田虽槁河长满。
民田为私河则公，献言幕府宁非忠。
我闻此言为民说，急趋上令毋中辍。
小民再拜为我言，函管由来几百年。
大者用钱且十万，小者羊此工非坚。
厥初铢积费民力，厥后世世期相傅。
岂但旱时须灌溉，亦尤久潦水伤田。
向来久旱河流绝，放水練湖尤水洩。
州家有令塞函管，函管虽存谁复决。

况今农务正纷纭，高田须灌草须耘。

吕城一百二十里，不知被扰凡几人。
太守仁民古无比，凝香阁下宁闻此。
愿傅新令到民间，函管须塞不须毁。
已填函管无尾闾，大舶通行水有馀。
函管不毁民欢娱，异时潴演无妨渠。
忆昔采诗周太史，不间小夫并贱隶。

刘宰（1167—1240）字平国，号漫塘病叟，镇江金坛（今属江苏）人 。绍熙元年（1190）举进士。历任州县，有能声。寻告归。理宗立，以为籍田令。迁太常丞，知宁国府，皆辞不就。端平间，时相收召誉望略尽，不能举者仅宰与崔与之二人。隐居三十年，于书无所不读。既卒，朝廷嘉其节，谥文清。宰为文淳古质直，著有《漫塘文集》三十六卷，《四库总目》又作有语录，并传于世。
