卞三元（1616—1697）清初汉军镶红旗人，字月华，一字桂林。崇德举人，为内秘书院副理事官。顺治间，授山东登州知府，调江南扬州知府。官至山西按察使、贵州巡抚。康熙间，擢云南总督，加兵部尚书衔。吴三桂叛乱时乞养归旗。工诗，有《公余诗草》。
