春秋时，晋国发生灾荒，请求向秦国买粮。大臣百里奚赞同卖粮，秦国给晋国支援了大批粮食，使晋国渡过了灾荒。第二年，秦国发生灾荒，向晋国求援，晋国不肯帮助，大臣庆郑劝谏晋国君“背施无亲，幸灾不仁，贪爱不祥，怒邻不义。”
